Request has now been received from Nguyen Ai Queo for
permission to proceed to England provided it is found possible to snaure his safety during the Toyage and on arrival.
He is willing
to submit to all reasonable restrictions or conditions which may be attached to such permission. It would be possible to deport him

under the existing Order under Seation/1 (c) with a Shipping Order under Section 6 to place him on ship sailing for England. Guarant 9 of safety or control movements after he leaves the Colony cannot, however, be given by this Government. There is reason to believe that if such action were taken it would lead to withdrawal of appeal, claim for costs, demagen eto. Is such action approved by you and if so do you desire imposition of any special conditions?
